INTRODUCTION
Welcome to the second edition of the New Orleans Parents’ Guide to Public Schools.
Whether you’ve been back in New Orleans for a few weeks, several months or are still trying to get home, you have probably
realized that public schools in New Orleans are very different than they were before Hurricane Katrina. Many schools are
not open. School attendance is no longer based on where you live and students have some choice about what public schools
they wish to attend.
These changes are confusing and you may be feeling frustrated or overwhelmed. This guide was created to help you begin to
make sense of the schools and assist you as you make decisions about your child’s education.
The Parents’ Guide was produced by a coalition of community groups in collaboration with public school officials including
the Recovery School District and the New Orleans Public Schools administration.
Inside this guide you will find some basic information about every open public school in New Orleans. You will also find
contact information for the authorities who are in charge of schools in New Orleans. We worked hard to make sure the
information included was correct at the time this guide went to press. However, please be aware that some information may
change as policies shift, schools move and new schools open.
We know that finding the right school for your child is not easy. To help you, we have included some suggestions of questions
to ask and things to look for when you visit a school.
Although you will find many important pieces of information inside this guide, there are several things we could not include.
The following is a list of some factors that we know are important and hope to include in future editions.
Teacher quality and class size
Teacher quality and effectiveness are important factors to consider about a school. State law requires that schools maintain
class size of no more than 20 students per teacher in grades K-3 and no more than 33 students per teacher in grades 4-12.
The schools we interviewed for this guide indicated a commitment to small class size. However, because of the constant
influx of students and rapid changes in teaching staffs, we could not accurately report class size and teacher quality for every
school. Future editions of this guide will include data about class size, teacher certification levels and other indicators of
teaching quality.
We strongly encourage you to ask questions about the teaching staff. (see “Visit the Schools,” p. 11)
Parental involvement and satisfaction
Parental involvement is critical to the success of a school and is an important measure of the health of a school. Many public
schools in New Orleans are still working on establishing or reactivating their parent groups.
Future editions of the guide will include information about how satisfied parents have been with the school and about each
school’s parent involvement.
We strongly encourage you to ask if a school has a parent group and how the school interacts with parents. (see “Visit the
Schools,” p. 11)
Special education
Public schools are required to serve all children, including those students with learning, behavior or physical disabilities.
Schools may not turn students away because of their special learning needs. You will find some very basic information about
the special education model used in each school. However, there is much more to be said about how a school addresses

students with special needs. Future editions of the guide will include additional information about how many students with
special needs a school is serving.
We strongly encourage families of students with special needs to ask additional questions about how their child’s needs will
be met. (see “How do I choose a school for my child?” p. 11 and “What if my child has special needs?” p. 14)
Student discipline
High quality schools use best practices for dealing with students who exhibit problem behavior. Most public schools in New
Orleans had developed student handbooks by 2008 but others were stilll developing their policies and were using existing
discipline policies of the Orleans Parish School Board or the Recovery School District. Information about school suspension
and expulsion rates was not yet available for all schools for this guide, but will be included in future editions.
We strongly encourage you to ask about school discipline policies when talking to schools. (see “Visit the Schools” p. 11)

Who’s running the schools?
Public schools in New Orleans fall into several broad categories based on which school district they are part of (New Orleans
Public School district or Recovery School District) and whether they are charter schools. Bellow you will find information
about these school districts and types. In most cases, you will need to contact individual schools for information. Contact
information for each individual school can be found on pages 20-103.
What is New Orleans Public Schools?
New Orleans Public Schools (NOPS)
is the public school system governed by the Orleans Parish School Board
(OPSB),
which operated most public schools in New Orleans before Hurricane Katrina. The seven-member school board
is elected every four years to set policy and oversee the schools it manages. In November 2005, the Louisiana Legislature
voted to remove control over a majority of New Orleans public schools from this board after several years of poor academic
performance and district-wide financial crisis.
The board and NOPS currently oversee 17 public schools, including 12 charter schools. The board also retains ownership
of all public school buildings in New Orleans and works in conjunction with state authorities to manage and repair those
buildings.

What is the Recovery School District?
The Recovery School District (RSD) was created by the Louisiana Department of Education to take over schools that
are failing to meet state-set academic standards. The Recovery School District was initially established in 2003 as a remedy
for “failing schools” which are low-performing schools that do not meet state-set goals for academic improvement for four
or more consecutive years.
In November 2005, following Hurricane Katrina, the Louisiana Legislature passed a law directing the RSD to take over any
New Orleans public school that had a school performance score that was academically below average. The RSD is currently
made up of 51 schools including 20 charter schools. Seven more charter schools are expected to open for 2008-09.
The RSD is run by a superintendent who is appointed by the state Superintendent of Education. An advisory board was
established to advise the superintendent on matters pertaining to the RSD.

What are charter schools?
Charter schools are public schools run independently of the traditional public school system. These schools receive public

funding and are held accountable by an agreement (a charter) with either the state or a local school district. All charter schools
are tuition free and must be governed by a non-profit board; however, the non-profit board may elect to hire a for-profit
education firm to manage its school.
Charter schools in Orleans Parish are chartered either by the state Board of Elementary and Secondary Education (BESE)
or by the Orleans Parish School Board. Most BESE-approved charter schools are under the direct oversight of the RSD.
Charter schools that are part of the Recovery School District must be open to any student in Orleans Parish and may not select
students based on their grades, past behavior or any other selective criteria. These schools must provide free transportation to
students who lives more than one mile from the school. These schools must be open to all students with special needs.
The specific rules governing charter schools established by the Orleans Parish School Board vary based on the individual
agreement (or charter). In some cases, the schools have established selection criteria based on academic performance and/or
behavior, while others have open enrollment policies.
Do charter school students have to take the LEAP, iLEAP & GEE?
Yes. Like all public schools, charter schools are judged by the Louisiana school accountability system. Charter school students
are required to take the LEAP, iLEAP and GEE tests and schools are required to show academic improvement each year.
What happens if a charter school isn’t working?
All charter schools must be reviewed after five years. At this point, the authorizer that oversees the charter schools (e.g. BESE
or OPSB) can choose not to renew the school’s operation agreement (or charter) for a number of reasons including academic
failure or poor financial management.
Like all public schools in Louisiana, charter schools must show regular improvement in their students’ standardized test results
and are subject to the same incentives and penalties based on those results.
Who makes decisions at a charter school?
Charter schools are governed by non-profit boards of directors that are responsible for making overall decisions about how the
school is operated. Much like a district school board, these charter school boards meet regularly to set policy for the school,
plan budgets and make other decisions about the overall operation of the school. Charter school boards must provide notice
of their meetings and hold their meetings in public. Day-to-day decisions are generally made by the school leader who is
usually the principal, but may also be called the director or executive director.
What is the Algiers Charter Schools Association?
The Algiers Charter Schools Association (ACSA) is a charter school association that operates nine charter schools in
the West Bank community of Algiers. Two ACSA schools are charted by the Orleans Parish School Board; six are chartered
by BESE and are part of the Recovery School District.
The ACSA has an administration that makes policy decisions for all its charter schools. The ACSA is run by a chief executive
officer and a chief academic officer and overseen by a board of trustees.

How to interpret the graphs
Student Enrollment
Where is the information from?
Each year schools tell the state Department of Education how many
students they have enrolled by Oct. 1. ey also report the ethnicity
or race of students and how many students are eligible to receive free
or reduced-price lunch.
Why is this important?
Information about student ethnicity and free or reduced-price lunch
status helps you know a little about what students the school is serv-
ing.
Public schools are expected to serve all students and work to meet their
educational needs.
In the 2004-05 school year, the overwhelming majority of New Orleans
Public Schools students were African American (94%) and eligible for
free or reduced-price lunch programs (77%) because their families were
living below the federal poverty line.
Today, 89% of public school students in New Orleans are African
American and 74% are eligible for free or reduced-price lunch pro-
grams.
School Performance Index
Where is this information from?
Each year the state Department of Education measures the performance
of every Louisiana public school based on student performance on
standardized tests including the 4th and 8th grade LEAP test, 5th, 6th
and 9th grade iLEAP and high school graduation exams. State o cials
use two years of these results as well as student attendance information
to calculate each school’s School Performance Score.
Because two years of data is not yet available for public schools severely
impacted by Hurricane’s Katrina and Rita, each school open in 2006-
07 was given and Assessment Index based on one year of student test
results.
Why is this important?
e School Assessment Index helps tell how well a school did in its first year in preparing students in the critical areas of
math, English, science and social studies. However, the best way to consider school performance is over multiple years so
that you can see if the school is improving. Comparable multi-year data is not yet available for New Orleans public schools
but will be in future years.
e Assessment Index could be a ected by a number of factors and we strongly encourage you to talk to the principal of your
child’s school if you have questions or concerns about school performance on test results.

What do I need to register my child?
Every public school requires some basic documents in order to register a child. Some schools require additional documents
and information so be sure to check with the school and read school applications carefully.
REQUIRED
Be sure to bring these documents with you to registration:
birth certificate
Social Security Card
immunization (shot) records
Individual Education Plan (IEP) for students with special needs
proof of local address (such as an electricity bill, telephone bill,
or copy of your lease)
HELPFUL
These documents can help properly place your child:
most recent report card
name, address and contact information for your child’s last school
most recent standardized test scores (iLEAP, LEAP, other state tests)
any other educational records (especially if your child was out of school)
Don’t have these documents?
Don’t worry. You can replace any of these records. But while you work on getting new copies, don’t keep your child out of
school. By law, your child should be allowed to enter school without these documents while you work on replacing them.
REPLACING LOST DOCUMENTS
Social Security cards:
call 1-800-772-1213 or visit www.socialsecurity.gov/ssnumber. You can get up to three replacement
cards each year for free.
Birth certificates:
If your child was born in Louisiana, call (504) 219-4500 or visit www.dhh.louisana.gov/offices.
If your child was born in anther state, contact that state’s Office of Vital Records.
For a fee, you can order copies of birth certificates online at www.vitalcheck.com.
Immunization/vaccination records:
Call your local parish Health Unit.
In New Orleans contact the City of New Orleans Health Unit at 504-658-2510 or the regional office at (504) 599-0100.
Driver’s license or state ID:
If you need to replace your state identification or driver’s license, call the Department of
Motor Vehicles at 1-877-368-5463 or visit http://omv.dps.state.la.us.
Individual Education Plan (IEP):
If your child attended New Orleans Public Schools, contact the Office of Exceptional
Children Services at (504) 304-4988 to ask if there is a copy of your child’s records.

How do I choose a school for my child?
A step-by-step guide
Step 1: Consider your family’s needs
Think about how your child learns best. What type of school environment would make your child excited about learning?
(i.e. focus on arts or science and math or technology)
What types of academic support does my child need? (for example: extra tutoring, special programs for talented artists)
How will my child get to school and back home?
How important is it that my children attend the same school or attend schools in the same area/neighborhood?
Does my child have physical, emotional, language or learning needs that require special attention? (see also “What if my
child has special needs?” p. 14)
How important is participation in extracurricular sports, music or art to my child (and my family)?
Do I need childcare before or after school?
Step 2: Identify schools that fit
Use the School Information section (pp. 20-88) to help identify schools that may meet your family’s needs.
If you are planning to enroll your child midway through the school year, you may want to call the schools that interest you
to find out if there is space available in your child’s grade.
Step 3: Visit the schools
Arrange to visit the schools that you think could be right for your child and your family. Make an appointment with the
principal or assistant principal or parent liaison to take a tour of the school and ask questions.
Note: If you cannot visit schools, try calling the schools instead. Explain that you are a parent who is interested in getting
more information about the school and make an appointment to talk by phone.

Step 4: Apply to the schools
Remember to check if the school selects students based on grades or test scores and look carefully at the information
required from applying students.
Note: Although many schools have application due dates, there may still be space
available in the school for your child after the date has passed. Try calling the school
and asking if there is space available in your child’s grade level. If no space is
available, ask if there is a waiting list that you can be placed on in case spaces open
up and contact.
If you are having trouble finding a school for your child, be sure to contact the
Recovery School District for help finding a school placement.

What if my child has special needs?
If your child has a physical or learning disability (also called an “exceptionality”), you and your child have specific rights and
protections under federal and state law. Many of these rights are spelled out in three federal laws: the Individuals with Dis-
abilities Educational Act (IDEA), Section 504 of the Rehabilitation Act of 1973 and the Americans with Disabilities Act
(ADA).
Public schools cannot turn away your child because of a learning, behavior or physical disability. Further, the school must
provide the necessary accommodations or adjustments to educate your child.
Some key rights to know:
Children with special needs have:
· The right to a free and appropriate education
· The right to a professional evaluation
· The right to an individualized education plan (or IEP)
· The right to the services necessary to provide an equal education
Parents/guardians of a child with special needs have:
· The right to participate in meetings about the child’s education
· The right to inspect and review all the child’s educational records
· The right to be notified of changes to the child’s educational plans and be asked for consent
These are just some of the rights of children with special needs. You can find out more by reading the Louisiana Educational
Rights of Children with Exceptionalities in Public Schools which should be provided by your child’s school and is available
from the Louisiana Department of Education. You can find more information about the rights of students with special needs

academic admission requirements —
process used by some schools to determine which students will be admitted.
Several schools base admission on a scoring system based on students’ grades, test scores and other factors.
Algiers Charter Schools Association (ACSA) —
a charter school association made up of nine charter schools in the
West Bank community of Algiers.
alternative school/program —
school or program designed to provide students with behavior problems with an op-
portunity to continue their education and rehabilitate behavior. According the the Louisiana Department of Education ,
“The purpose of Alternative Education Schools/Program is to afford students the opportunity to rehabilitate behavior and/
or reinforce academic achievement in an environment that meets their individual needs.”
before + aftercare —
services provided by some schools to accommodate parents who need their children cared for be-
yond normal school hours. The time is generally used to provide students with extra study time, arts enrichment or physical
education.
Board of Elementary and Secondary Education (BESE) —
nine-member state board that sets policy for all Louisiana
public schools. Seven members are elected from districts around the state and two members are appointed by the governor.
charter school —
a public school that is run independently of the traditional public school system that receives public
funding, is tuition free and is held accountable by an agreement with either the state or local school district.
evaluation —
a process of determining if a child has special learning needs.
charter organization —
a non-profit board that is responsible for making overall decisions about how a charter school is
operated. These boards must hold regular open meetings and provide appropriate notice of meetings.
inclusion/inclusive education practices —
policy of providing services to students with special learning needs, includ-
ing speakers of other languages, in a general classroom setting. The students are included in the regular education program
rather than being separated into special education classes.
Individual Education Plan (IEP) —
a plan that is developed by the parents and teachers of a student with special learn-
ing needs that outlines the student’s program of study and the particularly education services. Federal special education law
(IDEA) requires that all children with disabilities or exceptional talents have an IEP.
lottery —
a process of randomly selecting students from a pool of applicants. Many charter schools use lotteries if they
receive more applications for admission than they have available spaces.
Individuals with Disabilities Education Act (IDEA) —
federal law that mandates that all youth between the ages of 3
and 21 with disabilities have access to a free, appropriate public education.
New Orleans Public Schools (NOPS) —
public school district in New Orleans that is operated by the Orleans Parish
School Board. NOPS operates five schools and oversees 12 charter schools.
open enrollment —
school that is open to any student in New Orleans regardless of where they live.
Orleans Parish School Board (OPSB) —
seven-member board elected every four years to set policy and oversee schools
within the New Orleans Public Schools district.
Recovery School District (RSD) —
a state-wide, intermediate school district created by the state Board of Elementary
and Secondary Education to take over and operate failed schools. In New Orleans, the RSD operates 31 schools and oversees
27 charter schools including 7 charter schools that are scheduled to open in Fall 2008.
